A summary of Manchester City Council Health Scrutiny Committee, which met on 9th November 2024 

 

Making Manchester Fairer (MMF) Action Plan 

MMF Update Report 

  • Five-year action plan to address health inequalities in Manchester, focusing on social determinants of health. 

  • MMF Community Forum to bring lives experience from local people into the action plan. 

  • Work and Health Kickstarter in North Manchester to focus on patients with musculo-skeletal conditions, who are in need of employment support. 

  • Manchester City Council (MCC) to adopt a Socio-Economic Duty policy for social justice and equity. 

  • Race and Health Equity programme to be delivered. 

Scrutiny  

  • Need for relationships with local schools to support the children’s work of the MMF Plan 

  • Positive relationships have been established with local schools and pupils 

  • LGBTQ+ Extra Care Housing Scheme praised but discussed needing training to support the different needs of this group 

  • Appropriate training has been provided 

  • MMF principles should be ingrained into workforces 

  • Older residents are in need of different accommodation adjustments under the Housing Developments section 

  • More affordable and energy-efficient housing needed in Manchester 

  • Significant challenges are posed to this by the private rental sector, and the focus is currently on social housing 

  • Private Rented Sector Strategy will support landlord to make homes more energy efficient 

  • Proposals made to Awaab’s Law to address damp and mould  

  • Our Housing Strategy has a target of 36,00 new homes (10,000 will be affordable) 

  • Proposals to introduce a Manchester Living Rent 

  • Connect MMFAP with all Marmot Cities 

 

Adverse Childhood Experiences (ACE’s) & Trauma-Informed Practice 

Report Update 

  • Research shows the link between ACE’s and health determinants and crime/anti-social behaviour 

  • Working in connection with the MMFAP 

  • Manchester is working to become a UNICEF Child-Friendly City 

  • Individual case studies were discussed, showing the importance of trauma-informed practices  

  • By 2027, Manchester aims to become a trauma-responsive city and reducing exposure to ACE’s  

Scrutiny 

  • The Impact of Covid-19 needs to be considered as an ACE 

  • World events need to be acknowledged within the policy and the trauma that results on a population or individuals 

  • Staff need significant training in this area 

  • 7000 staff have been trained so far 

  • e-learning modules will be created for accessible training options 

  • Local councillors need to be trauma-informed and trained in ACE 

  • Proposal for a ‘Councillor Toolkit’ 

  • Consideration is needed for people in the sanctuary seeking sectors 

  • Lived experience consultations are ongoing  

  • Socio-economic factors must be considered in ACE’s
