Tony Lloyd, Police Commissioner for Greater Manchester, has published his response to Transforming Rehabilitation following a series of consultation events around the region.
He argues that Greater Manchester has made great strides in creating joined-up and effective offender management services and the proposal to tender out services through central government risks all the gains that have been made. The work on Transforming Justice through the Community Budgets Programme should be the basis for public service reform and Greater Manchester should be able to locally commission services. As it stands it seems that Greater Manchester and Cheshire will be the commissioning region for Transforming Rehabilitation.
