Community Safety

Macc’s Policy and Influence Team believe it is imperative to address community safety, the core and key themes of this workstream is community cohesion, domestic abuse, sexual violence, anti-social behaviour, sex work safety, homelessness to name a few of the many thematic areas this workstream covers.  

Key Strategic Spaces:

Community Safety Partnership Board (CSP Board)

Community Safety Partnerships (CSPs) were introduced by Section 6 of the Crime and Disorder Act 1998 and bring together local partners to formulate and implement strategies to tackle crime, disorder and antisocial behaviour in their communities.

The Community Safety Partnership Board is made up cross sector partners including:  

  • Police
  • Fire and rescue authorities
  • Local authorities
  • Health partners
  • Probation Service
  • Policy makers
  • VCSE representatives

The concept of a CSP board is the idea that no single agency can address all drivers of crime that we need to address multiple stakeholders and partners to ensure safer communities for all.

Safety of Women and Girls Steering Group

The Safety of Women and Girls Steering Group sits within Manchester City Council, meets quarterly and has the following aims:

  • To ensure effective governance and oversight in response to tackling the safety of women and girls in the City of Manchester.  
  • To implement an approach and deliver an action plan to address the safety of women and girls in the City of Manchester by setting up of a night time ‘Charter’
  • To drive and support partnership working in this area and to ensure visibility for overlapping areas with other governance arrangements, such as the White Ribbon group and Domestic violence and abuse forum.  
  • To ensure that communication, education and early intervention, prevention and awareness approaches are integrated in our response

This group will:  

  • Report directly to the Community Safety Partnership Board
  • Information share with safeguarding boards – adults and children’s for assurance and information
  • Information share with Leadership and Accountability Board  
  • Report and share delivery plan and actions with GMCA Gender Based Violence Board  
  • Inform and share with the Night Time Economy Group
  • Report and share with the Serious Violence Board

VCSE Network: Greater Manchester Collaboration for Community Safety

Greater Manchester Collaboration for Community Safety brings together the VCSE sector to collaborate and drive lasting change across our communities in Greater Manchester. Focused on tackling critical issues like crime, sexual violence, child sexual exploitation, domestic abuse, knife crime, youth crime, anti-social behaviour, hate crime, honour-based abuse and sex workers’ safety and wider community safety issues, this network aims to give a space to VCSE colleagues and community leaders to share knowledge, resources, and best practices. Together, we can work to create safer, more cohesive communities through proactive action, support, and sustained dialogue. By connecting efforts and fostering partnerships, we strive to build a future where Manchester is a safe community for all.  

As well as providing a space for collaboration and connecting with other organisations, the group also functions as a peer support space for VCSE colleagues. It is a place to meet up, share updates and insights and discuss challenges, advocacy and campaigns, and increase knowledge of where to seek support and information. The network is also a space to contribute to and coordinate responses to policy developments in Manchester and to create a unified VCSE voice and collaborative vision on community safety.
