Responding to the Earned Settlement Consultation 2026

The Government are consulting on their planned changes to settlement in the UK, known as “earned settlement”. Members of the public and organisations have the opportunity to have a say by filling out an online consultation. 

Manchester Community Central have collated guides and resources from members in our GM Sanctuary Seekers Network, designed to support you to respond to the consultation. Please note that these are guides only, and you should respond in a way that feels right for you. The consultation closes 12th February 2026.

General Information

  • This consultation is your opportunity to feed back on the Government’ s proposed changes to settlement in the UK (also known as Indefinite Leave to Remain).
  • The format of this consultation is an online form. The questions are in English and there is not a translation function.
  • It is recommended that you plan out your responses in a separate document before completing the real online form. This is to avoid accidentally submitting incomplete forms because you cannot save your responses/ return to questions. You can only complete the form once.
  • The consultation is long and some questions are worded in a confusing way. You must respond to all questions to complete the consultation, but it is okay to answer with 'don’t know/prefer not to say' if you are unsure about any.
