Some City Council tendering exercises combine PQQ and ITT within a single process while others keep them separate.
PQQ-type elements include:
• equality policy (with implementation strategy, equality plan and monitoring and review procedures);
• both sustainability and environmental policies (they appear to equate sustainability with corporate social responsibility);
• employer’s liability (£10m), public liability (£5m or £10m) & professional indemnity (£100k) insurances;
• business continuity plan;
The Local Compact
The Compact for Manchester has a Code of Practice on Funding. This can be presumed to cover Commissioning and Procurement, although there is no specific reference to these. Undertakings under the Compact are not currently legally enforceable.
If the Compact process fails to provide an acceptable resolution, then voluntary organisations may need to resort to remedies in public law.
Remedies in Public Law
The number of different insurances available is increasing all the time and it is becoming possible to insure yourself and your organisation against every conceivable risk. However it can be difficult to know what is actually necessary and appropriate for the needs of your organisation and what is not or even not allowed. There are a few basic types of insurance that the majority of groups will usually need to have. There is then a further group of insurances which, due to the size or the specific activities of a group, may be necessary.
Below are some draft policies we have developed to help organisations ensure that they are working towards good practice in running their business and delivering services. We continue adding to these documents drawing together ideas and practice from local organisations.
Increasingly, funders and commissioners are expecting to see evidence not just that your organisation has such policies but that they are actually being put into practice every day.
Sometimes procurement consists of a single stage - in general, the larger the contract, the more stages there are in the proces. The following sets out the typical stages:
Pre Qualification Questionnaire
A service may be specified in various ways. Proposed inputs, outputs, outcomes and/or impact may all be used in some way to define the service.

There's an increasing amount of talk about "working in partnership" - so much, in fact, that it's sometimes difficult to be clear about what this means. What for example is the difference between a "partner" and a "stakeholder"? Is there a difference between "working in partnership" and simply “working together”?
MACC is increasingly involved in supporting "working in partnership" at a number of levels. Much of the rest of this website talks about Strategic Partnerships - where the focus in on the statutory and voluntary sectors thinking and planning together at a city-wide level.

During 2009/10 Macc was commissioned by Manchester City Council to support voluntary-sector advice providers in the City of Manchester in engaging with the major changes taking place in advice service commissioning across the city. The resource pack was developed to focus on this particular commissioning exercise but will soon be updated to provide general information and support for groups working on issues around commissioning and procurement.
