Making Manchester Fairer – Race and Health Equity Education Programme

Manchester City Council invites expressions of interest to design and deliver a comprehensive education programme on tackling structural racism and discrimination which will enable the workforce to be better informed, equipped and confident to implement the right solutions that will improve outcomes for communities experiencing racial inequality and discrimination. The programme, in the first instance, will be delivered to staff working within the Kickstarter programme focused on children and young people.

The aim of the Race and Health Equity Education programme is for the workforce to:

• Have an increased awareness and understanding to describe and examine racism and discrimination in its structural, institutional, and individual forms and its impact on health outcomes and inequalities
• Further develop their skills, knowledge, and expertise to implement anti-racist and anti-discriminatory practices both on a systemic and individual level
• Lead diverse colleagues and distributed teams through challenging and ambiguous times
• Have improved resources, networks, and mechanisms available for our workforce to implement the right solutions to address racism and discrimination
• Build confidence to challenge racism and discrimination in the workplace and engage inclusively with communities that experience racial inequality
• Share learning and best practice and create equity and inequalities champions across Manchester
• Take increased responsibility for their role(s) in contributing to these new ways of working to produce a wider impact and make more intentional choices about how they act

Manchester City Council are looking for the highest quality providers to design and deliver this education programme. Manchester City Council recognise that there are a wide range of different organisations and providers who could bring valuable expertise to the design and delivery of the programme. Manchester City Council have a preference for a consortium or partnership of providers who can collectively design, develop and deliver the programme under one contract. Manchester City Council are open for any consortium/partnership to be led by a prime contractor. The intent is for the education programme to be delivered over a 12-month period.

Manchester City Council are looking to commission a comprehensive and immersive educational programme on tackling racism and discrimination that will include lived experience insights into equality issues with a focus on the most persistent and pervasive issues communities face. This includes but is not limited to the need to highlight how bias and stereotypes affect decision making, how leaders need to examine recruitment to achieve a more diverse and inclusive workforce, how effective community engagement and involvement, particularly with communities and groups that are marginalised, can create a meaningful ‘dialogue of equals’ between professionals and communities/groups.

It is expected that the design and delivery of this education programme will be up to a maximum budget allocation of £50,000.
