Nigel Rose, Strategic Lead (Commissioning) has published the first part of a two-part blog which examines the thorny problem of including evidence of past performance in decision-making about funding. If an organisation failes to deliver, like G4S, should it be allowed to bid for further contracts and if an organisation succeeds, should this increase their chances next time?

There are two common complaints I hear from voluntary sector organisations about procurement (grants and contracts) from public bodies.

The first is:

"Why isn't good performance rewarded and recognised?"

"We've done a good job, we've exceeded out targets and/or delivered more than we said we would yet this doesn't seem to make any difference when it comes to the next round of funding!"

The second complaint is the other side of the coin.

"Why isn't poor performance punished?"

Proposals invited for victims’ services commissioning

A fund of up to £12 million for Police and Crime Commissioners (PCCs) to use towards the commissioning of victims’ service in 2014/15 was announced recently by the Ministry of Justice. In Greater Manchester, there will be potential access to a maximum of £1.1 million.

The PCC for Greater Manchester is considering a number of proposals for commissioning already; however, he would also like to offer an opportunity to partners to put forward further suggestions for consideration and potential prioritisation.

Lloyds Bank Foundation launches new grant programmes

The new funding programmes invest in charities supporting people to break out of disadvantage at critical points in their lives, and promote practical approaches to lasting change. Support will be adapted to the needs of small and medium sized charities (income between £25,000 and £1 million) that are committed to delivering work which breaks or prevents cycles of disadvantage.

Lloyds Bank Community Fund 2014 - Invites nominations

Lloyds Bank is running its annual community fund promotion as part of its responsible business programme and inviting nominations for local good causes in the UK.

Anyone over the age of 18 years and who is resident in the UK can nominate a project or a service that makes a positive difference to the local community for a cash prize. Awards range from £3,000 for a first place to £2,000 for a second place, £1,000 for a third place, and £500 for a fourth place.

Equity Foundation Grants 2014

The Equity Foundation grants exist to ensure that grassroots community groups are able to access the resources they need to deliver in their communities.

There are currently three funding streams:
Equity Green Shoots Fund – grants of up to £2,500 for projects with a clear focus on supporting people in to work and promoting financial inclusion

Equity Healthy Communities Fund – grants of up to £2,500 to support projects and groups whose primary aim is to improve or promote healthy living

Thomas Wall Trust 2014

The Thomas Wall Trust consider applications for grants of up to £1,000 for small charities, running specific projects that address the educational and social needs of their communities.

What can be funded?
Specific projects or activities serving the educational and social needs of the community.

Grants do not normally exceed £1,000 and it must be clear how a grant of this size will make a significant contribution to the project or activity.

Active Communities funding programme opens in Manchester, Stockport, Trafford and Salford

Active Communities is a funding programme for community groups and not-for-profit organisations, with an income of less than £350,000 a year, that are seeking investment of between £5,000 and £50,000 for projects lasting up to two years. The projects should take place within a small area for a small group of people such as 20 or 30 streets or a couple of villages.

Using money raised by society lotteries through The Health Lottery, People's Health Trust has opened Active Communities in HealthForm - Manchester, Stockport, Trafford and Salford.

Adactus Housing Association have relauched their Neighbourhood Fund

A quarter of a million pounds is available for community and neighbourhood projects across the North West in areas where Adactus Housing Group have properties.

The Neighbourhood Fund has now been running since 2010 and at least £200,000 has been available every year for community projects. In 2013 the Adactus Housing Group supported over 200 projects across the North West.
